- The proposal for young people to take part in national
- service in return for federal financial aid to their education
- raises problems (NATION, Feb. 6). If students must serve before
- they can receive aid, then their schooling will be interrupted.
- If they enlist in a Citizens Corps immediately after graduation,
- those who aspire to the teaching or medical professions will be
- held back (however temporarily) from entering the fields in
- which they are so sorely needed.

- When I landed here as an immigrant, I learned about the
- Bill of Rights. Naive and ignorant, I inquired whether there was
- also a Bill of Responsibilities. The only practical common
- denominator for citizen responsibility is service. Those who
- oppose the idea must be confusing national service in a
- democracy with servitude under tyranny.
